WES Degree Assessment + CELPIP CLB 9
Your World Education Services (WES) credential assessment establishes your base education level. When paired with CLB 9 across all four CELPIP abilities, IRCC unlocks an automatic +50 Skill Transferability bonus points (or +25 for a 1-year credential).
OINP Language Score Benchmarks
Ontario's Express Entry streams (Human Capital Priorities & French-Speaking Skilled Worker) mandate a minimum of CLB 7 in all four test components. Hitting CLB 9 or CLB 10 awards maximum points in Ontario's Expression of Interest (EOI) ranking matrix.
Frequently asked questions
Short answers, grounded in the official IRCC criteria.
How does CLB 9 double your skill transferability points?
For education, having a post-secondary degree with CLB 7/8 awards 25 transferability points. With CLB 9 across all four components, it doubles to 50 points. The same doubling occurs for foreign work experience (from 25 to 50 points).
What happens if I get CLB 9 in three skills but CLB 8 in one skill?
Core points are calculated per skill (31 + 31 + 31 + 23 = 116 points). However, the top-tier skill transferability bonus requires CLB 9 in all four abilities. Having one CLB 8 drops your transferability bonus to the partial tier (25 points per category instead of 50).
How do CELPIP, IELTS, and PTE Core scores compare for CRS points?
All three tests award identical CRS points once mapped to CLB levels. For CLB 9: CELPIP requires Level 9 in all skills; IELTS requires Listening 8.0, Reading 7.0, Writing 7.0, Speaking 7.0; PTE Core requires Listening 82–88, Reading 78–87, Writing 88–89, Speaking 84–88.
How do CELPIP scores and WES ECA combine for Express Entry CRS points?
Your WES (World Education Services) Educational Credential Assessment establishes your base education level. When combined with CELPIP CLB 9 or higher across all four components, IRCC awards the maximum +50 Skill Transferability bonus points on your Express Entry CRS profile.
What CELPIP CLB score is required for OINP (Ontario Immigrant Nominee Program)?
For the OINP Human Capital Priorities and French-Speaking Skilled Worker streams, you need a minimum of CLB 7 in all four CELPIP components. However, achieving CLB 9 or CLB 10 provides critical competitive points in Ontario's Expression of Interest (EOI) ranking system and Express Entry draws.
